Pigmentation is not treated quickly. It takes a while for treatments to work. But you can visit a dermatologist and discuss this. Based on your particular condition, he may suggest some alternative treatments that may work for you like chemical peels, laser treatments, topical creams etc. Hope this helps.

Creamy cleanser( low level of PH)  will be good for skin that is dry  and for part of your skin that is oily(nose) foaming cleanser will be good. But use moisturizer later. I hope this proved helpful.

I would like to start by recommending a daily skincare routine for the problems you are facing. Start with Oil control cleansers with AHA's or BHA's to clear the oil and dirt from your face 2-4 times a day. Use a Vit C serum or day serum in the morning if you are at home and you can add sunscreen on top if you are going to go out and will get exposed to sunlight. Evening, after wash use a toner to neutralize and calm your skin. Before bed, use a coat of moisturizer and additional retinol-based anti-aging serum to finish. If it's a major concern, please contact a dermatologist.
