It is okay to have white or grey hair when you are young. Genetics is one of the main reasons this might happen. Ridiculing someone because of their hair color is not okay. Optionally, there are hair dyes that can even transform a light hair color into a completely different one. 

The red and circular patches that have spread all over your body might be ringworm. This is a fungal infection that requires specific antifungal drugs like Terbinafine or Clotrimazole in many cases. The affected areas should be kept tidy and dry; loose clothes may also be worn.

It looks like you have bad case of ringworm which did not respond to the OTC medicines. I suggest that as soon as possible you see a dermatologist who specializes in fungal infections. They may give you oral antifungal medicine and topical treatment to improve the result. Seek urgent medical care since untreated ringworm can cause problems.
