It could be as a result of following skin conditions:
Dermatitis neglecta (lack of proper hygiene),
Hyperpigmentation (induced by drugs, and should resolve on its own but if it doesn't then you will need laser treatment), or
Acanthosis Nigricans (not dangerous by itself but hints at more serious diseases such as cancer, diabetes, pre-diabetes, hormonal disorder, or obesity).

Treatments would be:
Finding underlying causes and treating them (may be weight loss if hiking insulin level is the culprit).
Better skin care products and life style hacks.
Prescription medicines.
