Why does my fractured toe cause unbearable pain?

Having suffered a fractured big toe and fractured third toe the pain is unbelievable and the consultant says because it is not pussing there is nothing he is prepared to do with it and he won't and is not prepared to organise a theatre team so basically I must live with it the pain is unbelievable it wakes me up and I can't wake or stand properly can anyone advise
